Rappahannock New* Sufi Writer The Department of Health, Education and Welfare has requested an investigation of federally funded Title I programs in Rappahannock County public schools. According to a letter dated September 21 addressed to Congressman Joseph Fisher from Richard L. Fairley, Director of HEW's Division for Education of the Disadvantaged, the investigation will be conducted by the Virginia Title I office.
Fisher contacted HEW representatives after a parent of a child at Rappahannock Elementary School reported alledged deficiencies in the Title 1 program here.
According to the parent, several federal guidelines are being regularly violated in the administration of Title I programs in Rappahannock. Specifically, the parent maintained that:
1. Children are taught in isolation in self-contained classrooms rather than mainstreamed with students in regular educational programs (Section 116.32 b);
2. Title 1 funds are not used to supplement state and local funds as the children in Title I classes have inadequate numbers of books and other educational supplies and are not equipped as well as children
