Even those employers with other sources of employees are finding it advantageous to list their openings with the Job Service. In addition, with this shift in emphasis, an increasingly broader spectrum of experienced, skilled job seekers are discovering the advantages of VEC placement services. In turn, increasing numbers of employers are using the Job Service for recruitment of employees as the quality of its labor exchange capability is demonstrated.
Essentially, the role of the Job Service has shifted from that of human resource development to that of a result oriented, economic development organization. As other agencies are funded and staffed for the express purpose of the unskilled, long term and hard core unemployed, it is in their interest for the Job Service to refer them to where marketable skills can be developed.
