amount has already been allocated to other projects. In addition, he said, the present reimbursement schedule allows only $25,000 for a local project.
Amendments passed by the General Assembly which become effective July 1 raise that amount to $100,000 not to exceed half the cost of the project, Capelle noted. But the legislature at the same time allocated only $200,000 for 1982-84 for jail construction and renovation and that amount is already earmarked for a specific project, he said.
Capelle also told the supervisors that the state won’t hand over any money until work is completed "and you pass a final inspection. Then and only then will you get funding."
Despite all this, he advised the supervisors to proceed with an application for state funds. Capelle said he’d discussed Rappahannock’s dilemma with officials in the state’s Division of Justice and Criminal Planning. They suggested asking Delegate Raymond R. “Andy” Guest, the county’s representative in the General Assembly, to submit a bill for reimbursement in the next legislative session. Capelle noted that Department of Corrections personnel had promised to support the effort as well. "So you do have a chance of getting 50 percent reimbursement up to $100,000,” he told the supervisors.
