Unlike other federally funded programs, winterization offers a one-time investment toward home improvements which will continue to benefit the occupants for years to come. After a person’s home is winterized, the money saved in home heating can be used for other necessities and he is less dependent on help from other government aid like the Fuel Assistance Program. Although any low-income household may be eligible for winterization, first priority is given to the homes of elderly and handicapped individuals. To be eligible, a family member must have received assistance from SSI or ADC within the last 12 months or fall w'ithin our income guidelines. The guidelines vary according to the family size. (For example: A family of one person must have an income less than $5,386 per year. A family of two must have less than $7,113 per year.) Flome owners and renters alike can be eligible for winterization. In the case of renters, however, the landlord is asked to contribute toward the cost of the service and must agree to allow the occupant to remain in the home under the existing rental conditions for a minimum of three years.
Besides being an energy conservation program and a home improvement program, winterization was a job training program for the unemployed until CETA funding was cut last year. Since then our work force was reduced by 80 percent. President Reagan's budget
