The final issue was town dogs and their behavior. Charlie Jenkins expressed concern over loud dog barking in town, as well as unleashed dogs.

Jenkins cited an incident where his wife encountered an unleashed dog who approached her and leaped upon her. Jenkins said that this terrified his w ife and that “it’s not safe to walk on the street."

Jenkins suggested that they "should pass a leash law . and the first time a dog is caught, warn the owner, then the next time fine the owner" and continue each time the dog is caught roving.
