A Congressional study has concluded that one of every four lakes and streams in the Northeastern United States has ben damaged by acid rain. Within the 27 state region covered by the study (including
Virginia) one in six lakes and one in five streams has been damaged.
U. S. Senator Robert T. Stafford of Vermont, cosponsor of legislation to freeze surface dioxide and nitric oxide emissions he said, “Acid rain is a North Amrican epidemic," and the report's conclusions were ‘‘shocking and overwhelming evidence of the need for a law to control acid rain”.

On a pH scale of 0 to 14, 7 is neutral (distilled water). Normal rainfall is somewhat acidic at 5.6, pH 1 is battery acid, 3 is equal to vinegar.
