more state aid to localities for education. He voted for studies on uranium mining proposed in last year’s General Assembly and favors a moratorium on uranium mining in Virginia unless overwhelming evidence of safety is produced, especially as regards ground water supplies.

Guest also supported a bill introduced in the Assembly to provide public funding of abortions through Medicaid in cases of Incest, rape or gross fetal deformity. "It's not a question of abortion or no abortion but rather should a person unable to afford a needed medical service available to those with money be denied that service,” he explained at the time.

Four years ago. Guest was a leader in the losing effort to allow pari-mutual betting in Virginia; he doubts, however, whether he will bring up that issue again, citing absence of any new support.

Guest acknowledges that elimination of Virginia's sales tax on food has support across the state. “Probably everyone in the General Assembly would like to take it off but first we must either identify the programs that must be cut if we lose that revenue or how we’re going to make up the difference,” he says, predicting that the measure will not make it through the General Assembly anytime soon.
