In place of Reagonomics, the Citizens Party candidate proposes what he calls "economic democracy" in a program that includes (I) job creation through joint government-business efforts to rebuilt railroads, bridges and transportation systems. (2) job creation by subsidizing conservation of energy resources (retrofitting of homes and industries) and through development of solar technology and (3) controlling capital flight by requiring large corporations to provide communities and workers with prior notification of intent to move and by making corporations pay penalties for arbitrary relocation abroad.

Toscano also supports changes in the tax system, directed in part at balancing the shift that has seen the percentage of federal revenues gaihered from corporate taxation fall from 22 percent in I960 to 10 percent by 1985. He would eliminate subsidies to U.S. based multinational corporations, target 1981 tax cuts to those earning S50.000 or less while raising the standard deduction and tax profits from investments in nonproductive assets (such as gold, silver and antiques) as income. Toscano’s long-term economic plan resolves around a modified flat tax that would eliminate most deductions and establish progressive rates which rise with income.

In the area of women's rights, the Citizens Party candidate favors passage of the Equal Rights Amendment, restoration of cuts in social spending that effect women (specifically in the areas of food stamps and the WIC program), pro-choice legislation and new initiatives designed to implement the principle of equal pay for work of comparable value.
