By order dated September 29, 1982. the Commission authorized Centel to increase its rates, on an interim basis, by an amount not to exceed $2,244,778 by means of a surcharge calculated using the same pricing unit data and covering the same services as the proposed surcharge in Centel's application This interim rate relief was placed in effect subject to the refund provisions of S56240, Code of Virginia, as amended In its September 29, 1982, order, the Commission denied "Phase II" of Centel's application, amounting to $2,954,771 and suspended the remainder of "Phase I" amounting to $24,755 for 150 days from the date of Centel's September 1, 1982, application
