1983 FUEL FACTOR PROCEEDING FOR

THE POTOMAC EDISON COMPANY

TAKE NOTICE that the Virginia State Corporation Commission has established Case No. PUE830003 as the 1983 fuel factor proceeding for The Potomac Edison Company (“Company”).

Pursuant to Virginia Code Section56-249.6, the Commission has scheduled a public hearing to commence at 10:00 a.m., March 15, 1983, in the Commission’s 13th Floor Courtroom, Jefferson Building, Bank and Governor Streets, Richmond, Virginia.

On or before January 31, 1983, Company will propose a fuel factor for the 12 month period commencing April 1, 1983, and file supporting testimony and data. On or before February 15, 1983, Company will file its fuel cost data (FH Reports) for the fourth quarter and last nine months of 1982. All testimony, exhibits, and other data filed by Company will be available for public inspection at all Company offices in Virginia where bills may be paid, and at the Commission’s Document Control Center, Floor Bl, Jefferson Building, Richmond, Virginia.

Any interested person (public witness) desiring to make a statement at the hearing should appear in the Commission’s Courtroom at 9:45 a.m. on the hearing date and identify himself or herself to the Bailiff.

On or before February 7, 1983, persons desiring to participate as protestants, as defined in Rule 4:6 of the Commission’s Rules of Practice and Procedure (“SCC Rules”), to present evidence and cross-examine witnesses, shall file an original and fifteen copies of a Notice of Protest, as described in SCC Rule 5:16(a) with the Clerk of the Commission and serve a copy upon Company. Service upon Company shall be directed to Elmer B. Kaelin, President, The Potomac Edison Company, Downsville Pike, Hagerstown, Maryland 21740.

On or before March 1, 1983, each protestant shall file an original and fifteen copies of a Protest (SCC Rule 5:16(b)) and an original and fifteen copies of the prepared testimony and exhibits protestant intends to present at the March 15 hearing, and serve a copy upon Company and each protestant. All written communications to the Commission regarding this proceeding should be directed to:
