We waited this long. To protect public confidence in public officials, we can wait a little longer for construction of the new combination school board office and bus shop to get underway.
Last week, 11 bids for the project were opened by the county school board. Not a single one of the 11 came from a Rappahannock contractor. It wasn’t because they weren’t interested. At least three local builders wanted a shot at the job. They didn’t bid because they didn t know the specifications were available. They didn’t know specifications were available because no advertisement soliciting bids was placed with the Rappahannock News or any other area publication. Superintendent Robert Estabrook acknowledged this week that the advertisement prepared by the architect had been overlooked, forgotten. It’s still waiting in the school board office files. The low bidder apparently learned of the project from his brother, the architect for the new combination building. The other ten out-of-county bidders probably saw the notice that appeared in various trade journals. There was no deliberate deception
