The bad news for counties is that the Senate defeated an amendment to another bill that would have given them the option of imposing a two percent tax on restaurant meals and beverages.
Only cities can levy that tax.
The amendment to the bill was offered by Sen. Dudley J. Emick Jr. (D-Botetourt) but was defeated, 22-18. The bill that passed, also 33-7, gave only James City County the power to add the restaurant meals and beverage tax. Senators Waddell, Miller and Truban all supported the local option for all counties, but only Waddell and Miller backed the bill in its final fjrm. The additional lodging tax
