Commonwealth’s attorney Douglas Baumgardner has been asjked for an opinion as to whether proper legal procedures have been followed. He has also been asked if there is any legal impediment to re-advertising for bids.
If the answer to the second question is no, the school board should begin the bidding process all over gain—even if Baumgardner gives a yes to the first question.
Rappahannock’s unemployment rate has been the highest in the five-county planning district for the past several months, topping both the state and national jobless levels. Many of the unemployed are connected with the building industry, a segment of the economy hit hardest by the current recession.
Local contractors help provide the taxes which pay for the county’s educational system. They should be given a chance at earning a few of those tax dollars back.
