and Peter Kramer asked that the master be postponed until a representative from the highway department could be invited to answer those questions for the BZA.

However, the board was unable to give affirmative answers to all other findings necessary to approve the permit because of the size of the lots in question. The ordinance requires the board to make four findings in the affirmative before it can approve a special permit use, one of which is that the proposed use be in character with the surrounding neighborhood.

Kramer suggested, “We ought to make a negative finding and dispose of this” on the grounds of density. “The land capability is not there in a conservation district for two dwelling units on 25 acre lots,” he said. His formal motion to deny both special use permits passed with Jones saying he “object(ed) to the outcome.”

Bird suggested to Saltonstall that she might be able to proceed with the project were she to merge the lots into a larger tract in order to preserve the density requirements of the zoning ordinance, but that the board was unable to approve the application under the present lot sizes.
