Sisisky: A Watchdog Barks

Rep. Norman Sisisky (D-Va./4th) is creating something of a stir in Washington these days. Both Pentagon contracting officials and some of his colleagues across the land who have been contentedly feeding their constituents at the federal trough are eyeing him with concern.
For so long that the memory of man runneth not to the contrary, Virginia politicians have survived and prospered on two well-nigh sacrosanct issues. One of these has been the mortal peril perceived in excessive federal deficits; the other, the imperative of an ever stronger national defense.
Indeed, it seems only yesterday that conservatives in both parties were beating their breasts over Jimmy Cartels red ink spending. For most of his term this shortball was in the $50 billion per year range, although in fiscal 1979 he actually got it down to just more than $27 billion.
