“This map here puts people in town who don’t think they are in town,” said Miller, pointing to the large rectangle the General Assembly decreed as the town’s boundary. He added that Washington’s water system is not adequate to serve an unlimited number of customers.

In response to questions from Supervisor Hubert Gilkey, Miller said that most of the residences within the unofficial boundaries shown on the tax map are served by town water. “Some outside the boundaries are served, too,” he acknowledged. He pointed out a cluster of smaller, townsized lots on Piedmont Avemie, known locally as Blacksburg Road, the homes of 15 or so black families. (Continued on Page 12)
