Again reviewing the lines shown on the tax map, Updike recalled that an earlier town marker set the corporate limits on Fodderstack Road at where the lane leading into the Highway Department’s maintenance shed is now. He pointed out that using that original boundary, the Community Center lies inside the town. (The center has frequently been a center of controversy with an acrossthe-street neighbor complaining repeatedly for the past 10 years to the Board of Supervisors, Town Council and Sheriffs Department about what he considers to be excessive late night noise and other disturbances.)
“Does the council agree on the tax map boundary (for Fodderstack Road which leaves the Community Center just outside the town limits),” asked Latham.
“We say no one knows where the boundary is.. .We’re not trying to eliminate any problems and we’re not trying to get any problems. We just want to see the boundary established,” the mayor said.
By concensus, it was agreed to keep the boundary on the Fodderstack Road as it is now marked by the corporate limits sign, putting the Community Center just outside the town.
Revenue Option
Asked why town-sized lots already served by town water aren’t going to be included within the town limits when Washington may some day have to impose a town tax and would need the additional revenue from the lots on Blacksburg Road, Miller said, “Increasing the size (of a locality) doesn’t increase the revenue. “If the town acquires additional property, it acquires additional responsibility for furnishing water and other services... We not have enough Health Department permits to expand the water system indefinitely.” In es
