“There are 27 federal laws in here,” said Luke, tapping the inches thick block grant contract. “I’m not sure we'll understand them all. Some will never apply specifically to this project,” he said.
Board Chairman J. R. Latham asked if John Capelle, Cilimberg’s predecessor as Planning District executive director, had handled a similar grant for the town of Gordonsville.
“Yes, he did...There were no problems,” Cilimberg replied, adding that the Planning District staff had also assisted with administration of a similiar grant for Orange County. Cilimberg noted that he recently attended a two day conference in Blacksburg that addressed all the federal laws and regulations applicable to the EPA and block grants.
