Peter Kramer had a separate application to renovate the building at the corner of Gay and Jett Streets for use as office space.

A letter from the Health Department approved the existing septic system conditioned on use as a 20 person office during an eight hour day “which is acceptable to me,” said Kramer.

Kramer added that he could have approximately 10 parking spaces “without damage to neighboring properties.”

“The septic is critical and not the parking as far as I’m concerned,” answered Miller. The mayor indicated council would want further assurances from Lockhart before voting on Friday.

His application is based on his status as contract owner, Kramer added. “The contingencies in the contract are not all resolved,” he said, implying he would proceed with the project only upon clearing up the contractual agreement.

There was some buzzing in the audience Wednesday when Reinhardt Lynch threw out the comment that he “heard a Drug Fair and a 7-11 are both very, very interested in this property.”

On Friday, council granted Kramer the special use permit with several conditions. There would be offstreet parking for 10. The building may not be any larger on the ground floor (although it may be taller to allow some floor space under the roof) nor house more than 20 workers. Furthermore, these conditions are not to be used to establish hardship in any future variance application.

Miller pointed out that these conditions allowed use of the building with its existing septic system. If a new system were installed, Kramer would request a new special use permit. Kramer agreed to do so.

A motion to issue the permit with the conditions was made by Brad Fisher and unanimously approved.
