“I doubt very seriously if our existing charter gives us that right,” answered Miller.

Updike^ a veteran of the council, remembered when Washington did have a town tax. “There wasn’t 10 out of the whole bunch that paid it!”

The fact that the old town tax wasn’t collected indicates that the council lacked authority to impose the levy, Miller maintained. He acknowledged, however, that the General Assembly can always be petitioned to amend Washington’s charter to allow a town tax.
