Phillips said the inspections this week had been in Wise and Dickenson counties. He said there would be more inspections next week.
The UMW has been making spot inspections at mines in Virginia, West Virginia and Kentucky coal counties.
Cecil Roberts, UMW vice president, said Thursday in Charleston, W.Va., that these were the areas where most of the small mines fatalties had occurred this year.
Annex ban sought
After losing an industrial park, a shopping mall and thousands of dollars of annual tax revenue to Harrisonburg, Rocki, am County was eager to endorse a proposal being circulated by Roanoke County to outlaw annexation in Virginia.
“We think any endorsement may lead to some change in the antiquated annexation laws in Virginia,” said Glenn Heatwole, a Rockingham County administrator. “This is the first time we’ve been asked to support any effort.”
Rockingham, which gave up land to Harrisonburg in an annexation four years ago, is among four Virginia counties that have endorsed the resolution, said Athena Burton, vice chairman of the Roanoke County Board of Supervisors. The others are Rockbridge, Southampton and St. Charles City, she said.
The resolution is part of Roanoke County’s 1986 legislative package and could wind up as a bill before the General Assembly next year, Mrs. Burton said. The county wants cities and towns to be prohibited from annexing county land, which would eliminate annexation in Virginia.
“Annexation consumes millions and millions of dollars annually in legal fees, and it inhibits the planning process,” she said. “If you remove all the urban areas into cities, it leaves crippled, rural counties without any tax base.”
Approval of such a bill would leave cities and counties without any means of expanding economically, said Jim Campbell, director of intergovernmental affairs for the Virginia Municipal League.
