Members of the Rappahannock Water and Sewer Authority believe they have worked out an agreement with the State Water Control Board that means they are no longer in violation of state regulations for failing to hire an engineering firm to advise them on installing a dechlorinator at the plant.
In October they received the first of three letters from different employees of the SWCB informing them that they had missed an August, 1988 deadline for selecting a firm. Other letters were received in November and January. On Feb. 6, WSA member Martin Woodard wrote to the northern regional office saying that
