Three of the bills Mr. McCarthy brought to the supervisors attention have to do with landowners having “vested” rights to certain uses of property.
Two of the bills said essentially that “once a parcel of land is rezoned subject to proffered conditions, the local governing body cannot amend the zoning, use, or density permitted at the time of the rezoning except upon written application of the owner.” Mr. McCarthy suggested that these bills were ones the county could live with, but they do “negate a governing body’s ability to respond to changed circumstances.”
