Most members of the General Assembly are now spending many hours in an effort to comprehend the biennial budget. Reviewing the twoyear budget of approximately $26 billion, involving several documents with hundreds of pages, is a tortured process of cross references and frustrations due to insufficient information.
Members of the Republican Caucus have discussed and taken a position on several issues relating to the budget and the budgeting process. All of these proposals have varying degrees of bi-partisan support.
We should merge the Secretary of Administration with the Secretary of Finance. These secretariats are both small and very related.
The state’s judges should be put on the same footing as other state employees with regard to retirement benefits. We should end the practice of each judge receiving three years of credit toward retirement for each year of service. This could save $5 million per year.
There appears to be a great need for restructing certain functions among agencies where there is overlapping or duplicate services. For example, five agencies handle employment training: the Virginia Employment Commission, the Governor’s Department of Personnel and Training, the Department of
