That the Commonwealth is in the hands of megadevelopers and land speculators has perhaps never been better demonstrated than in the enthralling drama now unfolding in the General Assembly featuring a bill involving special exceptions and several others embracing the latest lahd-use buzzword, “vesting.”
The sway that developers enjoy was demonstrated when their agents extended their long arms of influence across the state from Northern Virginia to the south westernmost district and found a legislator who would sponsor one of their vesting measures. No legislator from Northern Virginia would touch it — or another similar bill that also surfaced before it was pulled from consideration this week by its sponsor.
That measure, from Del. Thomas Jackson, D-Wythe, was the most expansive. It proposed to freeze zoning, use or density of a parcel of land once a locality has accepted proffers in rezoning cases. Other legislation proposed by Del. Jackson would provide a landowner with vested rights in his zoning
