“I think this is against the Virginia constitution,” Jackson District representative Ellis Bingham said. “This impinges on everyone’s right in this room to have us represent them.”

He suggested that Commonwealth Attorney Peter Luke request an opinion from Attorney General Mary Sue Terry on the constitutionality of this bill. “We can ask her to render a legal opinion, but she may not want to until the bill is in its final form or has passed,” Mr. Luke said.

‘The best defense is a blistering offense,” the retired Army colonel replied. “We can’t sit back and let it happen.”

“I don’t want to bypass our representatives,” Piedmont District Supervisor Charles K. “Pete” Estes said.
