The measure would significantly alter the zoning practices in counties including Rappahannock, Fauquier and Loudoun, where the use of the special exception provides a government review of certain residential development projects.
It is disappointing that some legislators are buying the developers’ drivel that the issue involves “landowner” rights. Ordinary landowners have little to do with it.
The common thread which ties all these bills together is a blatant attempt to limit the ability of localities to control or regulate growth and development.
What the developers and speculators are interested in is obtaining land and turning it over until the prices are spectacular and they can make fortunes beyond the ordinary landowners’ wildest dreams.
All this isn’t surprising in a state that still suffocates under the Dillon Rule, through which localities can only exercise such powers as are expressly delegated to them by tht Commonwealth.
