Scott County Del. Ford C. Quillen’s bill, which has gone to the Senate, would prohibit local governments from amending their zoning ordinance provisions or proffered conditions once land is rezoned subject to the proffered conditions.
Earlier this week, the House Committee on Counties, Cities and Towns carried over until next year a measure introduced by Del. Frank Hall, D-Richmond, that would outlaw the special exception process, used by a few counties to regulate, control or prohibit the subdivision of land or residential density.
