A grade of 70 percent will be required to advance to the next grade and will be mandatory for graduation, starting with the ninth graders in the year 2000 who will be graduating in the year 2004. It is up to the local schools to identify and work with students to prepare them for the test, especially students who do not test well, said James Finley of the Virginia Department of Education.
