I’ve followed with growing
dismay the debate in the Rappahannock News regarding the paving of the county’s secondary roads. For the most part, or so it seems to me, the two sides are talking past each other, neither dealing with their opponents principal arguments.
There is one exception to this dreary dispute: safety. Those in favor argue that paving increases safety; those opposed reply that (1) ,safety is reduced, and (2) VQQX'has data which confirms a reduction in safety but refuses to release them. Neither side, to my knowledge, has produced any worthwhile evidence in support of its opinion-based position.
Whether paving increases, reduces or has no effect on safety are empirical questions. That is, they can be answered by properly conducted research. In an ideal
