with $3,100 still owed to Washington Water Works. Over a million gallons were billed during December. The council also approved payment of administrative bills, including utilities and advertising.
The council discussed water utilization and improvements to the town water supply system. Willis reported that Roger Cronin, of the Richmond engineering firm Greeley and Hansen, continues to research the problems. Cronin estimated that the cost of adding a new reservoir would be approximately the same, regardless of whether it is installed next to the current reservoir, or a pressurized system is installed at the bottom of the hill at the old well No. 2 site. Building on the hill would be more expensive initially, but there are also costs associated with pumping facilities and a generator in the lower line option.
According to Willis, Cronin is also “going to look into alarm systems and look at better ways to regulate the height of the water level in the reservoir system.”
Willis updated the group on Milton Herd’s survey and the status of the town steering committee. Over half of the survey forms have been returned. According to Herd, this is an excellent response level for a random survey. He plans to start tabulating the data within the next week or two. When that is complete, he will contact the council to set up further meetings.
In new business, the council unanimously approved the appointment of Tanya Richey to the Architectural Review Board.
The public hearing held in conjunction with the town council meeting resulted in approval of the Planning Commission’s proposed changes to the town Zoning Ordinance. The council made two modifications to the draft changes, adding inclusion of a federal protocol statement concerning display of the U.S. flag and adding service and directional signs to those requiring ARB review.
