The chairmen agreed that Northern Virginia, home to 25 percent of the state’s population, is footing too much of the bill, accounting for 44 percent of all state revenue. In addition, they noted the counties continue to be too reliant on the real estate tax, one of the few sources of local income not capped or limited by the state.
“We realize we need to help out others in the state that are not doing so well,” York said, “but, if the state doesn’t help Northern Virginia, it will choke off the goose that lays the golden eggs.”
For starters, they said, the state could balance the scales of power between cities and counties. The chairmen lamented the fact that small cities within their borders, like Manassas or Fairfax Citrji-have tadte powers than the counties.
