The 342-page Act, passed by Congress with minimal debate in the weeks after September 11, dramatically weakened the power of the courts to provide a check on possible government abuses. It expanded the ability of prosecutors to investigate and incarcerate without meaningful review from a judge. In many cases, thanks to the Patriot Act, the government can now skip the courthouse altogether.
