The Comprehensive Plan as it was referred to the town council prioritizes sewer service according to Washington’s zoning. Property within Washington’s town limits is considered the primary service area, while buildings on the edges of the town, zoned “Rural residential” are in the secondary service area. The line of demarcation is based on the zoning because the history of those boundaries makes the line more defensible in court challenges.
Sewer service would be provided based on this hierarchy :
1. Failing Sewer and Septic . systems regardless of location.
2. Existing structures within the Primary Service Area
3 Areas of Government use regardless of location.
'4.Existing structures in the Secondary Service area.(if there is capacity available, including enough capacity in reserve to provide for new development in the Primary Service area.)
5.Undeveloped property in the Secondary Service Areas.
The Primary Service Area (PSA), would get service first. Structures in the outlying areas of town which are zoned Rural Residential, called the Secondary Service Area (SSAlwould only get service once the existing structures in the PSA had been provided for, and then only if the council
