Right now every property in Rappahannock County is being examined and reassessed by the county. Prices have been going up. How will this affect your taxes and your wallet? People often assume that higher property values mean higher taxes. But there is no direct link between the two.
Why this year?
Picture Governor Warner at the head of a pyramid. Under him is his cabinet, overseeing the several main bureaucracies of state government. One is the Secretary of Finance, John M. Bennett, who serves at the pleasure of the governor. Go another level down,, and under the Secretary of Finance is the Commissioner of the Department of Taxation, who the governor also appoints, but who answers directly to the Secretary.
Under that commissioner are various career civil servants like the Supervisor of Real Estate. The Supervisor of Real Estate is the man who actually deals directly with county governments and tells counties when -to reassess. He oversees a yearly study of land sales, gathering figures for each county and city comparing the actual purchase price of land to the official assessment.
