3. If there is no threat to the river and such Tier III designation would be a permanent one, why should Rappahannock County residents be subject to unknown future Federal and State regulation?

4. What is the effect of such designation on homeowners living adjacent to the river who wish to make improvements to their homes now and in the future? Upgrade septic tanks? Make provisions for an “in law” cottage for aging parents as permitted by county regulations? Can you assure us that future Federal and State regulations will not negatively affect homeowners and landowners?
