health insurance premiums have shot up again, this time by $210,635.
The cost of salary increases are offset in the draft budget by lowered costs for debt service, changes in textbook purchasing and the expectation of more money from out-of-county student tuition.
Money from the state for our schools will be reduced this year. The formula the state uses- the Composite Index, sets the state contribution based upon measures of local wealth. Increases in Rappahannock’s total incomes, along with faster than average growth in property values have changed the Composite index, lowering the amount the county receives. A declining school age population has also resulted in lowered funding. These state cuts, along with federal cuts, are why RCPS is asking for just under eight hundred thousand dollars more from the county this year even though the total school budget is a bit less than six hundred and fifty thousand above last year’s level.
