Testimony from Smatlak in Dominion’s application says they abandoned the previous plan out of concern for new right-or-way purchases and the line’s proximity to historic sites. Company spokesperson Le-Ha Anderson said that another factor was a new line, partly located in West Virginia, that made this larger one possible.
“Until the figures changed, this line would not have been viable,” Anderson said.
The company allegedly consulted with the comprehensive plans each county in devising the new route.
The proposed line begins in Warren County, largely through rural areas with scattered homes and easements in northwestern Fauquier and northeastern Rappahannock County, according to the application. It then dips into Culpeper, then back into Fauquier, heading south to the Remington substation.
Dominion estimated that nearly 100 feet of additional right of way will have to be added to the existing corridor in most areas of Rappahannock, Culpeper and Fauquier counties.
