ochrad said Venzon could be fined up to $10,000 per violation, if they are found to be falling short of SCC requirements. The definition of a violation - whether it is enforced per day, per week, per month, per customer or some other way — will likely also be a point of contention.
Verizon is rebutting the commission’s accusations, claiming the company has met its obligations to customers while improving its infrastructure.
“The demands on Verizon’s workforce to deploy a worldclass fiber network while preserving and improving the legacy copper network has tested Verizon’s performance,’’ Verizon officials said in a written response to the SCC. Any fines from the commission would impede the company’s ability tty continue to roll out fiber-optic cables and maintain copper infrastructure, it says.
The document from Verizon states that “even in the month with the highest number of commission complaints, September 2006, fully 98.51 percent of Verizon’s access lines were free of out-of-service troubles. And of those that did report a trouble, 99.754 percent were restored to service without complaint to the commission.”
Out-of-service trouble in the Virginia is actually down 6 percent in 2007 compared to the number of troubles recorded at the same time in 2006, the document says. The document says that fewer than 1 percent of Verizon’s lines experience an out-of-service condition in any given year.
