On October 19, 2007, The Board of Visitors of James Madison University filed an application with the Federal Communications Commission for a construction permit for a reserved channel noncommercial educational broadcast station on Channel 201A for Amissville, Virginia The proposed transmitter will be located at ML Zion Church Road, North-east of Culpeper, with an effective radiated power erf 2.1 kilowatts and ananantenna height of 125 Meters above average terrain. The proposed main studio will be located at 983 Reservoir Street Harrisonburg, Virginia The Board of Visitors is comprised of Charles H. Foster, Jr., Dr. Merkfith S. Gunter, Stephen R. NOTICE OF JOINT PUBLIC HEARING

AND INTENTION TO ADOPT ORDINANCES

BY THE TOWN OF WASHINGTON, VIRGINIA

KINDLY TAKE NOTICE that the Town Council and the Planning Commission of the Town of Washington, Virginia will hold a joint public hearing on the 14th day of November, 2007, beginning at 7:30 p.m. at the Town Hall of Washington, Virginia to consider the adbpbon of the following ordinances:

1. An ordinance to repeal the existing Historic District Ordinance. 2. An ordinance to adopt the new Historic District Ordinance wttfch win replace the existing Historic District Ordinance in its entirety. The new Historic District Ordinance is a comprehensive re-write of the Historic District Ordinance containing new definitions relating to the ordinance; classification, membership and terms of the Architectural Review Board; updating and documentation of the historic district and its present and future boundaries and criteria associated therewith; when a certificate at appropriateness is required; procedures for obtaining a certificate of appropriateness; whan a certificate of appropriateness is not required; the methods for consideration of the issuance or denial of a certificate of appropriateness and criteria associated therewith; use of the Secretary of the Interiors Standards for Rehabilitation to guide the ARB in determination of a certificate of appropriateness application and development of design guidelines and entena; maintenance of historic properties; demolition by neglect; procedures and criteria to determine whether to grant a razing or demolition certificate of appropriateness; requirements to offer the property for sale before a demolition or razing certificate may be issued; moving or relocation of a historic structure; appeal of ARB decisions to the Town Council and Circuit Court; provisions for enforcement of the Historic District Ordinance including injunctions, revocations of permits and criminal penalties; ana severability of each of the provisions of the ordinance if so required.

3. Adoption of the inventory titled Washington Htatorie District Inventory Resurvey 2004-05.

4. Adoption of the Inventory Map of Historic nosources titled Washington Historic District Inventory Map of Histone Resources Resurvey December 2004 - January 2005.

5. Adoption of ‘The Washington Histone District Amendment to the Virginia Landmarks Register and National Register of Historic Places Extending the 1735-1899 Period of Significance to 1945,

at the May 2006.’
