1 he Scrutons arrived at the conditions by discussing their intentions for the property with neighbors and County Administrator John McCarthy.
“We are very pleased to have secured the agreement of our neighbors to what we are proposing to do, and we are happy to revisit this every now and then to make sure we don’t create any undue difficulty” Roger Scruton said.
McCarthy said that, in his opinion, two of the conditions suggested by neighbors would impose an undue burden on the county.
The first condition he objected to was that amplified music or loudspeakers may be used at events as long as they create no discernible sound at the property line.
“I just don’t think you can have amplified music or loudspeakers without creating a discernible sound,” he said.
McCarthy also said a request to review the Scrutons’ permit every two years would be unprecedented in Rappahannock.
“I’d be far happier if this was a one-time review and whatever final conditions are imposed address whatever has occurred in the first two years,” he said. “If there is a violation, you can review it anytime.”
