After school Board Chairman Beverly Massie laid down ground rules for question and comment from the audience, Superintendent William Bloomer began a line by line review of proposals. First, he read a notation printed at the top of the eight page budget that stated “all salaries projected at 6.8 per cent cost of living increase.”
No one commented on administrative expenditures but questions on the 6.8 per cent "cost of living increase” came up as soon as Bloomer moved to the category of instruction at regular day school (which includes teachers’ salaries).
