Keguiauon5 kio i inrougn R16 4, prescribing the chasing season for raccoon with dogs, are hereby rescinded. Regulations R16 5 through R16-11, relating to hunting and trapping of raccoon, are hereby rescinded and new Regulations R16-5 through R16 11 substituted in lieu thereof:
R16 5. Except as otherwise provided by local legislation and with the specific exceptions provided in the regulations in this article, it shall be lawful to hunt raccoon in all counties east of the Blue Ridge Mountains from October 1 through the last day of February, both dates inclusive.
R16 6. It shall be lawful to hunt raccoon from October 15 through the last day of February, both dates inclusive, in the counties of Alleghany (except George Washington National Forest and Gathright Wildlife Management Area), Augusta (except George Wahsington National Forest and Little North Mountain Wildlife Management Area), Bath (except George Washington National Forest and Gathright Wildlife Management Area), Clarke, Frederick (except George Washington National Forest), Highland (except George Washington National Forest and Highland Wildlife Management Area), Page (except George Washington National Forest), Rockbridge (except George Washington National Forest, Goshen Wildlife Management Area and Little North Mountain Wildlife Management Area), Rockingham (except George Washington National Forest),
