“It’s been the policy of the Board to put money into salaries and not into fringe benefits,” Mrs. Massie answered. The majority of county tax payers do not have any benefits built into their income, she said, and so would resent teachers receiving benefits paid for with local tax dollars.
Wiley countered that he felt the majority of Rappahannock's tax payers wouldn’t be opposed to fringe benefits for teachers.

“You're the School Board and you should be concerned with the teachers, not other taxpayers,” remarked Susan Hrbek.
