Kon Wiley suggested adding $200 per teacher to the fixed charges to cover partial insurance payment but his proposal drew no response from the Board.
Lynn Baines criticized the allotment of only $250 for Rappahannock's summer school program. “This is another area where we’ve been seriously lacking,” she maintained, charging that children who’ve fallen behind during the year have no opportunity to catch up without a good summer school, particularly at the elementary level in reading and math. Instead of paying parents for transporting their children to classes in other counties, “It’s time Rappahannock County stood on its own two feet and provided a decent summer school program,” Mrs. Baines insisted. Bomberger asked why there were was nothing included in capital outlay to provide additional space at the high school and elementary school.
Bloomer said that the School Board and Board of Supervisors planned to reach a mutual decision on what type of capital outlay was needed to relieve overcrowding and how a building program would be funded. “It hasn’t been done yet,” he added.
