At the March 14 meeting of the Rappahannock School Board, members heard proposals from the Education Association on revisions for the teacher's policy manual.

“In the past, the policy manual has been adhered to and interpreted lightly,” said Lynn Baines, chairman of the Rappahannock Education Association’s manual committee. In addition, she noted that there were very few volumes of the manual available for teachers. “Most of them have never read it and don’t even know it exists," she said. Although several sections of the manual are reprinted in the teachers’ handbooks, the reprinted portions do not include all of the duties and policy pertaining to teachers, Mrs. Baines said. She suggested that a copy of the entire policy manual be given to each employee of the school system rather than leaving it to the teachers to find time to read the one volume in the high school office and a second volume in the elementary office.

Contract law is not clear whether School Boards can decide not to renew a nontenured teacher’s contract after April 15, said Mrs. Baines. Recent court decisions have not settled the issue and it’s currently up to localities to decide their own policy, she added. She suggested that the School Board stipulate in the policy manual that non-tenured teachers must be notified if their contract is not being renewed on or before April 15.

Acknowledging the difficulty that the School Board faces in confirming salaries by April 15, Mrs. Baines asked that teacher assignments at least be made by that date with salary confirmation to come as soon as the Supervisors approve the school budget.
