WIN Explained
Mrs. Buntin later explained that WIN provides for day care for working mothers or mothers who are getting job training and who also receive aid to dependent children (ADC) payments. WIN is primarily federally funded with no state money and only S200 in local money. However, mothers may use WIN day care for only three months. After that time elapses, day care costs are paid for through the Title 20 day care program.
For foster care services in child caring institutions, Mrs. Buntin said she’d based her request for $4,700 on having two cases and noted that she'd also allowed for a 10 per cent increase in cost, as advised by the state. ‘‘We have a lot of trouble with foster care, particularly with teenagers (because) there are no resources for troubled children,” she added.
Mrs. Buntin reported that there was $18,201 in federal money available to the county for buying services from Chapter 10 Rappahannock - Rapidan Community Services Board. She explained that the federal govemmenf gives the state funds for Title 20 purchases.
