The 7th District is one of 20-some arenas where the Citizens Partv will do battle, pitting Davis Toscano of Charlottesville against incumbent Republican J. Kenneth Robinson and Democratic challenger Lindsey Dorrier for a House of Representatives seat.
The former instructor at both UVa and the University of Maryland’s branches on overseas military bases doesn't sound like the typical office seeker in traditionally conservative Virginia. His position and the position of the Citizens Party on most major issues differs dramatically from that of his opponents in the race for the U.S. House seat. As examples. Toscano proposes an end to government subsidies for the nuclear power industry and more support for solar energy development. vigorous environmental protection, a bilateral freeze on testing, production and deployment of nuclear weapons, maintenance of social programs for the needy, an end to draft registration, termination of "wasteful and unnecessary military programs" such as the B-l bomber (which he maintains will be out-dated as soon as it is on-line) and the MX missile and federal assistance to small businesses and family farms.
Not only are Toscano's views different but they’re apt to be unpopular with a significant number of voters in the 7th District, judging by the results of a poll conducted recently by Congressman J. Kenneth Robinson. The majority of the 17,500 constituents who responded to the Republican incumbent’s questionnaire want to see a reduction in federal price support
