Improvement Needed
There is not much question about the need for improvement in the law with respect to the insanity plea. Clearly there are many practical as well as philosophical questions which remain unanswered about what society’s response should be when a mentally deranged person commits an act which, if he were sane, would be a crime.
Mr. Trible’s proposed legislation would make such acts a crime even if the person were insane and would allow punishment accordingly.
