"Right now, we have 45 nuclear warheads for every major soviet city,” Toscano said, noting that the U.S. has 16,000 warheads in its strategic arsenal and an additional 20,000 spread around the world. “Enough is enough,” he eamphsized, recalling that former Secretary of Defense Robert McNarmara held that 400 warheads would provide an effective deterent.
In addition to support for a nuclear freeze, Toscano voiced opposition to registration for the draft. "Anytime there's a draft, there's a war.”
As to the concept of a winnable nuclear war, “that should scare everyone,” he maintained. The administration's insistance that a nuclear war can be won and the push toward civil defense measures are “going to make this a more unstable world.” Toscano cautioned.
High Military Spending
Right now, attention on the economy is focused on high interest rates, Toscano said. “But in a few months, we're going to see inflation creeping up again.” he warned. Toscano maintained that high inflation is partially the result of the government spending too much on the military in an output of dollars that produces no marketable products. “How many people buy a tank? We have too many dollars in the economy chasing too few goods.” He proposed that government spending be directed instead toward energy conservation projects, and solar development mass transit, environmental protection, education, housing and health care. That type of spending provides jobs and products, thereby lessening the inflation rate, Toscano said.
Reagan administration policies. supported by Congressman Robinson, have resulted in a "redistribution of wealth away from family farms and small businesses to the large corporations, away from social services and to the military, away from middle and low income people and to the rich,” Toscano charged.
